Rezo and Valgaav need to be on the SOB list. (And possibly Gaav.) They were villains, to be sure, but not exactly major characters. And definitely bishie. Valgaarv had a huge part in Slayers Try, I hardly think he qualifies as an SOB.

But Gaarv, I'll agree with. He totally got shafted by Phibrizzo.
